National strategies and institutional control of waste
The Ministry of Environment of the Republic of Lithuania discusses the development, implementation and supervision of waste management strategy in Lithuania, achievement of results, creation of regional waste management systems, municipal waste management (practical and legal part), hazardous waste management, hazardous waste management, EPR schemes, financing of waste management projects, pollution charges, waste prevention program, circular economy activities. Border control of hazardous waste and compliance with EU rules is presented at the Lithuanian Customs. At the Environmental Protection Agency (EPA) the structure, functions, permitting procedures, IT systems and other practices, including environmental monitoring and emission reporting are examined. At the State Tax Inspectorate the principles of pollution charging as a financial tool for emission reduction and waste management are explained. All sessions contribute to the understanding of Lithuanian practices under Component 3 of the project - strengthening the waste management system.
Landfill and energy recovery systems
The Deposit System Administrator (USAD) presents and discusses the deposit and reimbursement system for beverage packaging, the administrative and technical organization, including a visit to the sorting and counting center. At SA GreenTechBaltic the integrated model combining recycling and manufacturing is analyzed, illustrating the implementation of the circular economy in practice. The Combined Heat and Power CHP plant examines dual-fuel operations (municipal waste and biofuel), energy recovery strategy for non-recyclable waste and energy recovery. The Environmental Protection Department discusses the structure, activities, internal regulation, control of the waste management system (including EPR), principles of on-site inspections and lessons learned.
Regional management and financing of waste projects
At the SA "Regional Waste Management Centre Alytus" the organization of regional waste management is presented and discussed, main facilities, waste management in practice (composting of green waste, bulky waste collection, mechanical-biological treatment with anaerobic digestion, gas and electricity production, bio-waste management, asbestos waste, etc.). At the Environmental Project Management Agency (APVA) the mandate, structure and key activities, financing of waste management programmes, different projects in the field of waste management are discussed.

WEEE recycling and hazardous waste management
At EMP Recycling the technical and organizational process of recycling of waste electrical and electronic equipment (WEEE) is presented. At SA "Toksika" the organization of hazardous waste management, financing of projects is discussed, with a visit to the hazardous waste incinerator and other facilities.

Closing the visit and lessons learned in the circular economy
At the APVA there is the finalization of the study visit and the closing session with discussions on lessons learned, field visits, opportunities for cooperation, evaluation after the visit and handing out of certificates.
